Help making scale catamaran

I want to make a scale tornado, the olympic sailing cat, i know i cant do a spinnaker, as that would be very hard but my question is, how can i keep it weighed down?, as on a cat you want to fly one hull and if you weigh down both center plates it will not handle to well.

On real catamarans it is normal for everybody on board to run away from the water and get as uphill as they can, thus counterbalancing the boat against whatever forces are trying to push it over. Some clever electrickery springs to mind shoving a weight from one side to the other as required. Maximising the distance between the hulls would probably help as well.
