Default Midwest Citabria Heading shift

Hi I've got a Midwest Citabria. I should mention this is the second one I've had. The first flew great. The present one the heading wanders when your flying. Yes I've checked all of the surfaces for allignment, security etc. The second one has pull pull cables on the rudder. My friends who fly other planes with pull pull say the cables are tight enough.

Any suggestions would be helpfull. I'm considering putting the plane on floats but would be more comfortable with this instability issue sorted out. The first one went where you pointed it. Maybe it needs some more downthrust??
