is there a grumman tiger arf kit out there that's .60 size that i can buy? I have a friend who own the real one and it's a nice flying plane

No, there are no AA5 models in any scale. I wish there were.

Well Hell someone out there needs to make them I'm sick and tired of the cubs and cessnas [:@][:@][:@][:@]seems to be the only kind of species out there where the hell are all the GA aircraft in kit or arf form?

Simple economics. Kit manufacturers are in the business of selling kits. It makes no sense to make a kit that won't sell. Hence the lack of Grummie kits. Cubs and Cessnas sell, which is why you see a ton of these kits.
