yes...
but if you run in merky water theres not really much point, and im not sure if the range on those little cams are good enough for underwater use

Like they said, yes you can but it takes some ingenuity to pull it off well.
You will need a camera that has a low lux rating to even work in low light, second with the low power transmitters that most cameras come with you will need to make an extension to get the antenna above the water, like up in the periscope for example.
