I think that is Russian. I have seen those guys before as they posted a Panther F  copy on E Bay for 100K. wish I had a scrap yard to do this work in. my neighbors might get annoyed though.

Depends where you live...we took mine out about once a month for a spin around the neighborhood. One night, spotting a car that was casing our area for possible buglary, my son and I took the tank out and drove up to the front of the car, depressed the gun to the driver's seat and I got out with my Thompson and asked if they were looking for anything specifc in our neighborhood. They were "politely" given the opportunity to beat a 37mm or cal 45 to the main road, once they cleared the stop sign at the end of our street. We never saw that car again. Neighbors sort of liked it except on specific holidays, (4th of July, D-Day, New Years) we did fire main gun blanks Wonder of that Russian built Tiger has anothing hooked up for the main gun....propane/oxy does a great job.
