Clark IR output voltages.

Hey all,
Long story short is that my KV-2 battlewagon has had pitifully crap range for at least a year, and sometimes fails to engage tanks at point blank range although during bench tests it seems to be working as intended.
Several battle days ago I even swapped out the entire IR bulb and it's wires with new ones, same situation... With my digital camera, the bulb is lighting up but by my own dead reckoning it does not seem very bright.
...so out comes the multimeter. The Clark board is sending 0.4v~ while firing machine gun, and 0.5v~ with main cannon. What should it be producing? By comparison my Sherman is sending 0.5MG & 0.6v cannon respectively...
I feel my board may be wearing out, but I've never heard of a 'failure' like this!
