Return Roller on Tamiya Sherman

I have installed all of the return rollers on my Tamiya Sherman but they don't seem to roll very freely. If I back off the nuts used to hold the rollers to the "frame" then the entire assembly seems to loose. How tight should the rollers be? Shouldn't they spin fairly freely, mine just seem quite stiff.
Also, I tried using some Tenax R7, or whatever it is called, on the suspension components but it just didn't hold the plastic to the metal well at all so I have switched back to CA for the metal to plastic bonds; what adhesive have you guys used in those situations?

I used the supplied ceramic grease to lube those return rollers and they are stiff at first, but will eventually loosen up after running the tank some.
For the plastic to metal, I used 5 minute epoxy and treated both surfaces by sanding them a little for a good contact area. It's been a 1 1/2 since the build and no plastic caps have fallen off.
I just finished repainting my 105 Sherman just a while back and should have some photos soon. Hope this helps!
