Actually it is the border guards in your country. Stuff leaving is free to go unscathed.

It all depends...

Sometimes they got an attitude, sometimes not. I've got a pair of horror stories... both are Customs fault (one Canadian, one US) not USPS/Canada Post as Customs claims (they LOVE to pass the loonie/greenback) but that said, the Posties aren't alwayys on the ball. Folding DVD & Tamiya figure model boxes into my small apartment mailbox, false dates on pick-up cards, or with 'no answer' on 'em when I was here and awake all that day? That behavior just does NOT fly with me. Luckily I now have a managerial contact at distribution, and can sh*t on these gusy from above.

I lucked out on my latest boat kit though, the first shipment 9was only top half of the boat) came thrugh and was taxed (assessment fee is more than $5 now, plus 13% tax) but when the ordered hull parts arrived in a box almost as big, it came through clean, no assessment. Mebbe 'cause it was 4 days before Xmas? Who knows. My SchumoKits barrel came through clean despite the accurate pricing, and I'mhttp://www.rcuniverse.com/forum/pm.asp?m=1254784ecting a few valuable items in the next few weeks, we'll see what happens.
