I have seen it said and pics to show that in general tank tracks on active ww II tanks weren't coated in rust. Given the quality of Russian steel during the KV-1 years would they have rust on them after about 2 yrs in the field?

Only if it didn't move for the 2 years. Any movement of the tank would would basically polish the tracks.
