Let's do a study to aquire and asess all relevant data and then form a bipartisan congessional committee to figure out how many billions of dollars we should spend to get the answer that best suits the intrest of all the powers that be.

Maybe not. Leading one to believe that the answer is likely yes, with the implication that under the right circumstance the answer is no. In effect providing an answer that leaves little to be accountible for. So I'll say probably yes to that!!!!!!
