What's wrong with them? if you've run out of adjustment on the thumbscrew at the end of the rod then you can add 1/4" of fuel tubing. Otherwise on the servo horn you can move where the rod attaches into another hole. You can also tighten the allen screws holding the brake pads - this will pull hte pads (and brake disk) closer to the cam and actuate the braking earlier.
Make sure the brake arm isn't pushed too far through the vertical shaft that it attaches to (on the transmission) - it can push against the transmission housing and limit the braking.
If you've ever had the transmission disassembled or pulled that vertical shaft out, then the little 'cam follower' (the actual brake 'piston' if you like) might have fallen out. that'll pretty much give you no braking at all.
