Default Where to start with throws

I design and build various designs, but this current model is the largest yet with an 82" span. It will carry a DA 50 and weigh about 16 lbs. It is a sort of Extra with mid wing and mid tail with counterbalanced (18%) elevators and rudder. The tail surfaces are flat and built up. I see Don of Don's hobby recommends about 12 deg low rate and 18 deg high rate as a place to start. This is not a 3D design, more IMAC Sportsman. The counter balances add a lot to effectiveness of the surfaces. Are there any recommendations whereI should start? Let me know if you need to know more. Thanks.
