That's pretty much an industrial method. The forming machine is quite large and heavy duty at least the size of a medium floor lathe I'm sure. It takes a LOT of pressure to form the threads into steel bolts.
It's much more normal to cut threads in any sort of home shop or light industrial situation.
The only exception to this is I know you can get a forming type hand tap. It looks like a regular tap but without the cutting flutes. But it's only good for very soft and maliable metals, plastics or wood. And for the plastics or wood you can do just as well by forcing a screw into the material.
Just what are you trying to do?
