Default oscillations and rocking with scratch built quad

I built a quad with a controller board from Hobby King. Motors and esc's also from Hobby King.
If i have the auto level sensitivity setting any higher than 50% i get an oscillation.
At 50% is seems to tame down just fine and be plenty stable. Just wondering if that is normal?
If I turn off auto leveling there are no oscillations.
I have done all the calibrations, balanced props etc.
Thanks J
