Every thing is zeroed in on wing and stab angles--but at full power the plane climbs and needs down trim with motor off it needs up trim to keep from diving. Could the motor need more up thrust to pull the nose down. I know the Lake Buckanear needs down thrust as a pusher to keep the nose down --so as a puller the Puddle Master may need a little more up thrust??????????--plane is blanced

That seems to be unusual behavior for a Puddlemaster.
Mine is set up with no down thrust, as you suggest, and definitely pitches down as the engine is throttled up. It isn't a lot, but it is there. I think that is the normal behavior for the Puddlemaster/Pondside due to the high thrust line.
Changing the thrust angle won't affect the need for up trim with the motor off. That has to be incident angles or balance.

I have a PT-19 on floats. It has a relatively high thrust line. When it was trimed for level flight at full throttle, abruptly closing the throttle caused a strong pitch up. Two degrees of upthrust cured this. Now, throttle movement doesn't cause any immediate pitch movement.
In other words, I think upthrust would be worth a try.
