this is just my two cents, but....... check out this site..... NIAGARA CUSTOM MODEL PRODUCTS at http://www.foamcorefloats.com
I've dealt with them and am very happy with their product. These are polystyrene (white) foam sheeted with balsa and then finished as you wish. they are easy to built and the finished product looks and performs great.. I used the larger (36") floats on my Sig LT40 and they are more than adequate.. The pricing is very good and should set you back no more that $35 US including postage
