If tank is in front of CG, then balance plane with EMPTY tank. If tank is behind CG ( this is very, very, rare) then balance with tank full of fuel.

The larger 3/16 wire supplied for the landing gear is much better than 5/32 gear wire. It will take more abuse without bending and also gives a little bit on touchdown.
