Not a bad idea, I might bring that up at our club (we have a cap.).
Only problem I see is getting them to actually say they are done flying.
Sort of like getting older parents to give up the car...

Our club sets dues based on what we want to accomplish (buy) each year.
I don't want AMA, or anyone but club members to have any say whatsoever in this.
And I'll bet any attempt by AMA to do so...

Well, I wouldn't wish that on anyone, but unfortunately injuries from dirt bikes are pretty much inevitable.
