Only problem with transparent blue, and other blues as well, is that it blends in with the sky too well and its easy to lose sight and orientation. Bright color, or perhaps white, graphics or bands...

If the bright yellow and apple green are transparent as well then the blue will show through.
If the yellow and green are solid (non-transparent) colors then all should be fine.
I always layer...
