Might be too late, but I brought my top ring all the way back to F1 and attached it with 6-32's through F1 and blind nuts in the top ring. The ring needs to be sanded slightly to get it to fit this...

Dave,

I assume you mean the caps that Dennis calls for at the end of the phenolic. The wing tubes go all the way to the caps, in fact I on my 330 I had to sand the end of the wing tube down...

I know you guys have moved past this, but I just started reading this thread.

If I remember correctly the stab tube is not as long as the phenolic inserts. So if you didn't pun in a screw, or...
