did you seal the tank lid?
did you prime the tank?
is there a hole in the pressure line?

It sounds like you do not have the pressure to push the fuel to the carb or there is a blockage that will not allow the fuel to get to the carb. The exhaust creates the pressure in the tank. Like Scott suggestion could be the problem. Aslo you need to check the whole system for pressure loss or blockage.

Tank - Look for leaks
Fuel tubing - Is there a hole from exhaust to tank, from tank to carb
Filters - are they blocked
Carb - is it blocked, is the HSN screwed all the way closed
Piston - does it have a hole in it

If the engine is cold, check for leaks, etc as described. If the problem occurs while the engine is hot, there needs to be more air flow to the engine and/or richen the HSN a bit. When engine gets too hot it can cause the fuel to boil at the carb and this is what you would typically see with the fuel not getting to the carb.
