Skymaster F-18E issues!!!!!

Well i test flew my f-18E 2 weeks ago and it flew beautiful except for the fact of the flaps but that is like any new airplane. Well now i have about six flights on it and all the previous flights it was doing the same thing to me with the flaps down. I would lose control of the elevator. I can turn it with ailerons but i cant complete the bank and i had the gear up and going about 60-70 mph which is way above stall speed.
Could this be a CG issue or a flap..HELP PLEASE!!!!

Program your elevator to a higher rate when the flaps are down withj no expo.
I have had the same problem.
You might also raise the ailerons just a littel whe the flaps are down for landing.
deploy them only on final and then ad one notch of engine until touchdown.

From the experience with our SuperHornet.
Here is how we use flaps.
Slow down about 50-70 MPH.
Deploy the flaps. Program your flaps deploy slowly and mix about 1/8" up elevator.
Use your power to control the decent for landing.
Our Super Hornet had no issue with elevator been block by flaps. We use full flaps on landig and take off.

How much travel do you have on your elevator?
How much flap are you using?
With the hornet you normally have to mix the flaps with elevators so when you deploy flaps the elevator should go up a bit to compensate for the nose going down.
In terms of CG it should be bewteen 130mm and 150mm, been 130mm the best point for getting the easiest landings.

On the elevators i have 2 2/3in. up and down and on the flaps i have 20mm and 45mm for takeoff and landing flaps and my CG is nose heavy. I just dont understand.
