So you are trying to run it on 9S ??
If so you will just run the neg of the first lipo to the pos of the second and neg of second to pos of third which will leave you with the pos of the first lipo and the neg of the third lipo to plug into the esc

Do you have space to have two set of 3 lipos in the boat ?
What is the C rating on the lipos you have ?

What do the battery ratings have to do with the question? If you want to run 9S, run 3 3S batteries in series. If you want to run 3S, run as many 3S batteries as you want in parallel.

This is a battery question, how would it not have something to do with it?

An 1/8th scale hull takes a high amount of power. Running 3 - 3s packs in parallel would not do much for it. Running 3 - 3s packs in series would get the voltage up where it needs to be. However the batteries must supply the amount of current demanded.

It is absolutely critical to make certain there is no confusion about what each wiring method has to offer.

eboat has already explained how to wire it to achieve the proper voltage needed for a 1/8th scale.

Use the 5.5 mm bullets Deans would just melt with the amps you would be pulling out of the lipos

Not sure what you mean by that. Using a standard size across the board may be easier.

Bullets not only carry the current well but they also are much easier to use in order to place packs in series.

What I mean is the 3 packs are all on the 5.5mm bullets , the last bullet the current travels thru is a 8 mm bullet , frome there it goes on to the esc .

The current goes through all the bullets so just make them all the same

The bigger wire the better (with in reason)
The fatter the wire the easier the power will flow through them and not heat up
If you are ordering stuff and they give you a choice get the heavier stuff (some time fatter wire makes things harder to fit as the thicker wire does not flex as well)
But really are you going to open up your lipos and solder on heavier wire ??(same with esc)
Out of the motor , esc and lipos I think you find that your lipos will heat up first if you only have room for one set of 9 (3X3) unless you limit your run time
