Cause for low voltage across the ESC?

Cause for low voltage across the ESC?
Capsized and took on a lot of water with a brushed 550 running 7 cells in a proboat shockwave 26 ep rs.
Next run ran well but the steering servo was going haywire, so the boat was put away for 24 hours.
Today cleaned out the RX, very little moisture, and the steering servo, some moisture. Dried out both with Deoxit. The steering servo now works as should, but motor turns very slow.
With full charged battery, motor gets about 6 volts in reverse, but only .5-.6 volts in forward.
This is only about a 20a ESC, but its supposed to be waterproof (per proboat).
Is the ESC cooked some how? or is there something else I should be checking???

I'd check things in the following order:
1) Connect ESC to rudder output on receiver and check ESC voltage out. Good voltage means bad receiver
2) Swap out motors. Good ESC voltage out means motor probably has a short
3) Swap out ESC. If ESC voltage is still low, check battery pack to ESC wiring. If no issues found, unplug the rudder servo and see if the ESC output changes. If so, it's a shorted servo
