A 'stall' test is done on an electric motor to see what the maximum current draw would be. It's done by placing an amp meter in the (+) line from battery to motor, then clamping the motor's shaft so that it can't turn while feeding it power. Naturally you don't hold the thing still for very long, just long enough to read the meter. The current draw is the most the motor will pull at the voltage of the battery. It's also the least an ESC should be rated for to keep it from burning up.
