Lipos cannot be discharged below a certin voltage (no less than 2.5 volts per cell) or damage to your cells could result if discharged pass the minimum. While running your SV boat on lipo be sure to bring it in early when it starts to slow down slightly to prevent cell damage. OR you can purchase a LVC (low voltage cutoff) device that installs between your esc and your receiver box. I have never used a LVC in my SV27.

SO IF THEY ARE IN SERIES AND ARE 2S THAN IT NEEDS TO CUT OFF AT 10 VOLTS ABOUT IS THAT RIGHT.

Correct.......two 2s packs in series equals 4s. 4 x 2.5 = 10volts. I would not go less than a 9 volt cutoff using 4s.

The nominal voltage of 2 2S packs connected in series for 4s is 4 X 3.7V/cell = 14.8V. When fully charged each cell will be about 4.2V for a combined voltage of 16.8V.

If you drain your batteries to 2.5V/cell YOU WILL RUIN THEM. I'm not certain about what is the exact voltage you can safely drain them to but I think it is no less than 3.1V/cell.

I've heard of one made by Novak. I think Tower Hobbies might have it. You can also time your runs if you know how much mAH your set up uses in a given amount of time.

One for 2S & 3S runs about $30. More $$$ and harder to find for one that will do 4S.

Brushless ESCs usually have the LVC built in. You can put the money you'd spend (waste?) on the separate LVC toward a brushless setup. You're on the right track connecting 2 x 2S LiPos in series for 4C at half the amps because you can squeak by with a cheaper ESC.

For now, though, you can squeak by without the LVC if you're careful not to run the batteries down too low.
