Could be either. You can do a radio check by walking a significant distance and testing the throtle. The manual recommends you do this every run. I do it when I run at a new location.

So I did What The Directions Said. I walked probably6 to 7 feet away with the antannae all the way down and the rudder started twiching and i pressed the throttle and that didnt even work.

You've either ruined the reciever/servos and or both. Did you take em' apart and dry them after you flipped it? Used a water displacer like WD-40? Hair dryer or heat gun with gentle heat? Like others have said this isn't a boat you can just cluelessly charge up and go 'play with'.... [:-]

One more question, I tested the distance like the manuel said to and the motor would just randomly go full speed. What do i need to fix this because the manuel tells you nothing if this happens?

Replace the Radio:
Transmitter
Receiver
Electronic Speed Control
Servo
Use the Futaba FP 2L
Then Sell it, and try to recoup some of your investment.
You need to start with the Hammer EP.
