Are you talking about the throttle set-up???
If so I always put the little arm directly on the carb linkage. I havent seen the little adapter you are using. When you install the are you tighten the allen to lock it down.

You might be able to shorten the white spacer by slightly sanding so the screw goes in far enough to hold it tight on the rod. I would make sure before you trim you still have enough left to make contact with the arm...if that makes sense.

i think that you've got two different systems there. i use the one that is mounted already, you should also have a screw and a control arm that go with it. the collar is a different system all together. i think it goes where the other one is now and the screw with the white plastic is the set screw.
