Depends on the hull, I wouldn't use dual rudders on anything though, a longer right rudder or a central rudder is much more effecient.

Run the boat first and see if you need a turn fin. Every boat will be different. Like Mr.Mike stated, I'd avoid the duel rudders.

Ok? Why are boats built with the rudder set to one side, is it for racing in a certain direction? and i thought duel rudders would help turning ?

Dual rudders add drag and weight. A rudder off to the side makes so there is no resistance to the thrust output of the prop (although the amount is negligable). Center rudder gives you better control especially at slower speeds. And yes, the rudder on the right side is for racing, longer ones act as rudder and turn fin. If you have a shorter rudder and need to do sharp turns as in racing, you will need a turn fin, using longer rudders makes a turn fin less needed.
