Default g23 flooding on attempt to start

I just got this 1/8 missbudweiser boat and I can't get it to start. Everytime I try to start it, it floods. I pull the spark plug and it is soaked with fuel. I didn't get any set up books with this ebay boat. If there's any help with this I sure would be greatful!

I set the needles to 13/4 on both and attempted to start for several minutes, but fuel still sprays out of carb and soaks spark plug. Thanks for the help.

then do this, pull the plug out, turn the motor upside down and pull the starter a few times to blow any fuel in the crank case out, flush the plug off with acetone or just blow it off good, reinstall and set idle needle to 1 1/8, pull spark plug wire off and cover carb with thumb, pull 1 time and then re attach the plug wire, then give it a good yank,if no joy then start looking at your coil air gap, check to insure the coil is grounded good and your getting spark, you can test by removing plug and pulling the motor over, if the plug is laying on the head you should get spark, if not then aether a source coil is bad or the spark coil is bad.

Thanks for all the help with this problem, but it still won't even try to fire. What type of spark are you looking for? It sparks and I can feel it when pulled over. It still after just 2 pulls floods the motor with fuel, and then the spark plug is soaked. It sprays out the carb when I pull it over. I tried unpluging the kill switch, and that does nothing. How do set the air gap, if needed. I have used this motor in gopeds and never had this kind of problem. Thanks again for all the help.

then at this point i would pull the flywheel off the motor and check for a sheared key on the flywheel.
