Hi guys, I'm trying to start a RC boating club in Tallahassee, FL. I'm just trying to get the word out.

Congrats !!! I was wondering what issues you may have gone thru getting water or taking the CD test. Did you apply for club status yet with a organization, was there any issues dealing with that? I am IMPBA member and have been considering getting a CD certificate. I would assume forming a club you have done everything I am hoping to accomplish. So any insight would be greatly appreciated.

Setting aside the question of forming a club, I say get the CD certificate. Even if you never CD a race, or a heat, it'll give you a much better understanding of what you can and can't do at a race.
