Richen it some more. You are reporting all of the symptoms of a lean mixture - Runs fine on the beach and quits when you put it in the water. You can't tune a marine engine on the beach. It's a trial and error thing on the water. If you blip the throttle on the beach and it accelerates smoothly then it's to lean for the water. It should hesitate and sputter when you blip the throttle. Then it's ready to fine tune on the water. Whatever you do DO NOT run the engine on the beach at high RPM. We've been through that story before on this forum.

and make sure you give it a toss and some throttle because when its rich and just sitting the motor will struggle and most likely die
