An attempt to cut down on misplaced post

During the daily crusie of my favorite stops in RCU, I see at least one new post/question that should have been asked in a more appropriate forum. For example the Questions and Answers forum seems to get plenty of questions about engines, fuel, radios, batteries, etc. when the poster would get much better results posting in the forum specific to the topic.
Tips and Techniques is another forum that seems to get a ton of misplaced post. People have obviously misinterpret that forum topic because 90% of the threads are posters LOOKING for tips and Techniques to specific problems; that again would have been better off posted in a more topic appropriate forum.
I could go on with many more examples but you get the idea.
I believe sizeable portion of these misplaced post would be prevented if a couple sentence description of the forum were added to the top of the forum page, (somewhere in the vicinity of the “New Post” button). Or when someone clicks to add a new post, a header or pop up window comes up that says something to the effect of… “You are about to add a new discussion to the XYZ forum. This forum is specifically for discussing the topic of XYZ. Do yourself a favor and make sure your post will not be better served in another one of RCU’s many topic specific discussion forums".
