Electronics question

I have a 450 pro with a 60 amp E-flight esc, a new Align motor and 2200 mah 30 amp batteries with a 60 amp burst. The problem is when I go into a hover for the first time on a fresh battery it starts surging like it's hitting the low voltage cut off. It only last for about 20 seconds and then flies normal till the battery is low. I just finished building it and all the electronics and batteries are new.

Hmmm thats the build in "indicator" for low voltage that mu 500 does with the 60 AMP ESC..... Is it the same one that comes in the 500 ESP?
