Cracked wheel pants....arrrggghhh!!!
I'd get some light fiberglass cloth like 1/2 or 3/4 ounce and put it on the inside of the wheel pants. You'd be adding quite a bit of strength to it. You want to make sure it is still flexible though so it would flex instead of break.
