Default Fiber Glass Repairs

I am looking at doing some cowl repairs, it is only scratched with some small holes on the outside where the resin/paint has chipped off. My question is what can I use to make the outside smooth again before repainting? A filler or resin?

epoxy or zpoxy some 2 oz fiberglass inside the cowl behind the hole. After it has dried, fill in the hole with more zpoxy and sand to shape. This is the easiest way I know of. Same thing with the chips excecpt skip putting in the fiberglass since it is already there.

if it is only the gel coat and paint use glazeing putty from like napa auto parts stores and sand smooth,primer and paint
