That's probably the best way, or use a file if you don't have much to remove. A carbide cutting burr works really well in a Dremel. It looks like a shaft with file flutes cut into it, makes short work out of aluminum. Also called a rotary rasp. The pic didn't come out as clear as I hoped.

I use my small sanding drum for my dremmel moto tool,it makes short work of aluminum.
first making sure to mark exactly the area I want to remove for reference, on both sides of the spinner

BTW, when you're opening the prop holes in a spinner, take just a little care to help keep the spinner balanced. It's easy.

When you take a cut out of one hole, go to the other hole and cut about the same amount. You gotta do the other one anyway, why not do 'em both (or all 3) at the same time. If you're using a file, when you take 5-6 cuts out of one, go take the same 5-6 out of the other(s).

It takes no brains to work smarter. And no extra time either.

To get the profile right, I take an old prop like the one I'm going to use, and cut the hub out of it so it fits inside the spinner cone. Then I trace the outline of the blade profile on the inside of the spinner and cut it out. Once I have one side done, I trace this opening on card stock and transfer it to the other side, using it as a guide to make the other cut out the exact same as the first one. Use care to align the cutouts so they are precisely opposite each other.

Chainsaw sharpening file.

Dremel - known in gunsmithing circles as "The Quicker Screwer Upper".
