if it doesn't have to have any strength or need a screw through it you can get that foam they call stuff from a hardware store.

You can use a polyester body filler from the auto shop. It fills and can be readily sanded for a great fill. I use it for farings and other places where I need such a thing. Hardens like epoxy/Bondo. If you want to make it really tough, add fiberglass shavings/powder to it.

Another option is to use cotton flock and epoxy. Easy to work & shape and is quite strong without too much weight. I get my cotton flock from Aircraft Spruce & Speciality, cheap stuff.

You can also use a two part epoxy filler called "Superfil". It's an epoxy base and doesn't shrink like Bondo or polyester leaving a tell tale ring. It's lighter than any filler you have used and sands well. It also has enough body to stand on its own.

Superfil is avialable at: http://www.stits.com/store/msc.html

It was designed for the full scale guys building EZs and other composite aircraft using 6 oz cloth needing a good light weight filler.

This stuff really works well. I used it on my 33% Waco and it is just the greatest stuff to work with. Try it. You will find many uses for it.
