Default YS63 carb problem

I have a ys 63 that has about 5 hours run time on it recentily when going to idle fuel is visibly loading up in carb body and choking out the motor i have tried adjusting low end with no avail. Could the problem be the o ring on the throttle body leading air and fuel and letting to much fuel in to carb or maybe a regulator problem i have also tried cleaning it and readjusting the regulator, I am stumped????

Sounds like the regulator plunger is either damaged or has debris holding it off the seat. The plunger is the little piece under the spring. This is what seals the tank pressure when the engine is shut off while pressure is still in the tank. Take it apart again and make sure there is nothing keeping it from sealing.
