mah and voltage
I found a mount to put two car type batteries onto my starter to make it portable. If I use two 1500mah 7.2v packs in parallel,does the mah stay at 1500? If i go series,does the mah increase to 3000,I know the voltage will remain 7.2 on the series setup.

It is just the opposit of what you say.
Parallel nicads may not be a good idea as they may not go down equally.
series will go down equally. and charge equally.

If in series, voltage doubles and mah stays the same. If in parallel, voltage stays the same and mah doubles. If you hook them in parallel, you must make arrangements to seperate them for charging as you cannot safely charge NiCad or NiMh in parallel. However, you can discharge them safely in parallel.

I have a hobbico heavy duty hand held starter that I run off two old radio shack 9.6 v packs in parallel. This thing starts everything from my little tower hobbies st.15 st truck up to my 26cc weedeater plane! starters run fine off lower voltage, they just won't spin as fast.

i use the 1.5 volt cell from my flash light to turn over my g26. you might be right that voltage has nothing to do with turning a high torqe starter. then, thinking it over you might be wrong
