I can't get to my genuine Mills 1.3 till tomorrow, but my Irvine version needs a pin spanner, with two 1/16" pins spaced 9/16". Undo counter clockwise. You'll possibly have to remove the tank/venturie/NVA before the backplate. Simply loosen the nut closest to the engine cylinder first, and screw the whole thing off CCW. Does that make sense?

Are there two shallow holes in the backplate of yours?

I've found my genuine Mills 1.3. I'm not sure what version it is, but the serial is 33-708. The engine was "restored" by a club mate who has treated the corroded Magnesium Alloy (?) crankcase. The first pic shows a "Pin" spanner. It's for a East European diesel and is a different shape but it shows the general idea. The backplate has three shallow holes each inline with 1/8" clearance. The two outer holes are 1/2" between centres.

You could make a suitable Pin Spanner using a 1/2" x 1/4" Steel (or Aluminium Alloy) strip and an 1/8" drill. Just make two holes on 1/2" centres towards one end down the central axis and tap two short pieces of 1/8" Piano wire into them. Otherwise cut two short pieces of the 1/8" drill shank off with a Dremel, and insert them. CA them in place and insert into the two outer holes. The length of the strip will control the leverage.
