I missed this on the first read.

Sounds as if the idle is set way to lean. You won't get much fuel out of the carb blowing into the vent at 1/4 throttle, but you should get some.

I just modified my first post and gave a link to the manual. Ithink that if you follow the steps I gave and start from the factory start point, for both needles, you should be able to get it running...
