Here's how I am producing molds. The plug is made from foam board and then covered in drywall filler. It's easy to sand and it's sealed with KILZ drywall sealer.

I think you'll find they were cables to stop mines from entangling.
SImilar cables went from the edges of dive planes to the hull.
