Umm.... you might try adding a few more details.... Like FOR WHAT KIND OF FLYING for starters.
I see from looking over some of your recent posts that you're a car guy. If you're trying to break into flying then it's not the BEST model you want but the best TRAINER. In that case let us know what is available to you and we can suggest which one is the better of the ones you can access.

Oh, well then. But this IS the 1/2A forum for the smaller engines. Were you planning on using something less than a .15? If you want to use a larger engine then you'd be best off to drop this thread and re-ask it in the Beginner's forum along with the desired engine size and whether or not you have a club for your dad to join in order to get proper instruction. Also does he want to build from a kit or go for an ARF?
And if you really are located in Anguilla what sort of models can you get in that part of the world?
In any event it's always best to join a club that can provide him with proper instruction. Often the club members will know what plane and engine works best and is the least expensive for the area. The big thing is that just because he flies full sized stuff does not mean it's much easier to learn model flying. I've personally instructed two full sized pilots and they both admitted that their full sized flying didn't help much. It's all about perspective and that takes time to learn.

...I bet your dad would like a Piper Cub model. I don't know of any pilot who would not like to have one. Most scale model planes are not that easy to fly, but the Cub is more like a trainer than most. You will have to decide if you want an electric or a glow fuel version. Just do a search and find one you like. Even a rubber band powered Cub would be a fun project for you AND your dad. Here is a link....
