I like to look at this way when you just buy a new tank for parts,verses the typical S&S up-grade items listed to up-grade a tank.

Well this is from memory,Did I miss very much.......LOL

Now I guess all one has to do is check out the price and items included for the typical S&S up-grade kit...........And compair it to the cost of a new tank and all the parts you get from the new tank.........................

And I'll bet you might be able to figure out the best way to go.
