I've been working for quite a few years for IT, and funny thing I did not know
that it won't make any difference on my DirectX 9. As it's gonna be another DLL file so it's alright.

To be honest, Microsoft kinda made a small mess with the shift from DirectX9 to DirectX10/11/XNA. It used to be real simple...
Hope you can get it to run now.
