Ok. I have confirmed that the brake valve is in proportional mode. When I apply the brake, it holds for about 2 seconds and then the air is released through the brake valve. Air is release through two air outlets labeled ''3''. Even though this is a brake valve, it looks more like the dual-valve due to the extra ports along the bottom. Only one port is blocked via a cap.
I'm not in the office (home fighting Bronchitis) so I cant look at the valves to advise but I believe what you have is the low loss version (although not current model). Perhaps [link=http://dreamworksrc.com/catalog/fdm_file_detail.php?file_id=39]THIS[/link] manual will clarify the setup.
