We discovered what the problem was. The check valve took much too much pressure from the pump to unseat it if the pump lost it's prime. We replaced the check valve with another kind and now the pump sucks smoke oil from the tank instantly!

If you're having trouble loosing prime or getting the pump to prime in the first place just try a little test on the bench. Remove the check valve from the system and try it pumping into a jar.
