Tell us more about your setup. What kind of plane? Inverted Saito or side mounted? Why a regulator?
A Saito may pickup fuel even without tank pressure. Is the tank far away? on the cg? I have a side mounted slimline pitts. You may have to mount the muffler before you finish installing it on the engine mount but you should be able to reach the bolts.
