I believe the answer to the former is yes. The CPA is unencumbered by the types of rules that have been in effect, on and off, in the SPA.

As far as encouraged, I don't know but I'd say the CPA doesn't care one way or another - they just want you to be there and fly classic pattern no matter what power plant. I do believe there are some rules that were put into effect regarding the prop size. Perhaps Scott can clarify.
